Introduction

The State of Indiana, as a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), is conducting   this survey to collect updated information on housing and community development needs in the state, with a focus on small towns and rural areas. The results of this survey will inform how the state chooses to allocate housing and community development funds for the 2019 program year, which begins on July 1, 2019 and continues through June 30, 2020. After this program year, the state will begin a new five-year planning effort to develop new strategic goals to guide funding. 

This survey is meant for people who work in the fields of housing and community development, lending, social services, fair housing and advocacy. Because this study is focused on the state’s smaller cities and rural areas, we are especially interested in hearing from people who work in these communities. We also welcome input on statewide issues that affect Indiana residents, regardless of where they live, and would ask that you distinguish these needs in the text where possible. 

Your participation is voluntary, but very important to the development of a meaningful plan. All responses are confidential, and will only be reported in combination with those of other participants.
