Introduction
In order to expand the number of TIM programs participating in the annual Traffic Incident Management Capability Maturity Self-Assessment (TIM CM SA), FHWA has now created this abbreviated assessment designed specifically for rural and/or emerging TIM programs.  This new TIM CM SA was designed to assist programs in the non-Top 75 metropolitan areas to evaluate their program’s progress while recognizing that those programs may not have the resources available to have an expansive TIM program like their counterparts in major metropolitan areas. 

A training webinar on the 2021 TIM CM SA was held Wednesday, September 1, 2021. The TIM CM SA is intended to be conducted as a group exercise with the various TIM stakeholders coming to consensus on the scores for each question. Often, this is done at a TIM team meeting or other event.
TIM CM SA Questions
The TIM CM SA has 32, which are organized into the following sections and subsections:

Strategic
  • Formal TIM Programs (5 questions)
  • TIM Training and After Action Reports (4 questions)
  • TIM Performance Measures (6 questions)
Tactical
  • TIM Laws (3 questions)
  • Policies and Procedures for Incident Response and Clearance (6 questions)
  • Responder and Motorist Safety (5 questions)
Support
  • Data Collection/Integration/Sharing (3 questions)
Each question provides specific scoring guidance ranging from 1-4. While the scoring guidance may not exactly describe your TIM program, please score the question using the guidance that most closely mirrors your program. 

There are three non-scored supplemental questions. These supplemental questions are shaded are numbered as a subset of the scored question (e.g., 1a, 6a).  While answers to these questions are not included in the overall score, the responses are extremely helpful in quantifying the current state of TIM practice. Please make every effort to respond to the supplemental questions as thoroughly as possible.

After the Assessment
Upon completion and submittal of the online TIM CM SA, you will receive an email within one business day confirming receipt of your responses. Within three weeks of submittal, you will receive a Summary Report detailing your responses and your location’s 2021 TIM CM SA score. This summary report will also include potential actions to take to improve your program’s performance in each TIM CM SA question over the coming year. The final National TIM CM SA Analysis Report will be released in 2022.

  • As you work through the assessment in the online portal, remember to click SAVE/ NEXT at the bottom of the screen to save your responses and advance to the next page.
  • When you click SAVE/ NEXT at the bottom of the screen, your responses up to that point will be saved.  To return to the online portal, simply go to the email you initially received and click on the link to the online portal.  This should take you back to where you left off.  If you misplace the email or you can't get back to where you left off, please email Carla Rose at crose@trucking.org for the link to return to your respective assessment.
  • You can review and edit your responses as often as you like before submitting them; simply remember to click SAVE/ NEXT at the bottom of the screen to save your responses before exiting the online portal.
  • If you choose to complete the assessment at a later time, it is essential that you resume on the same computer that the assessment was initiated on since the system uses your computer’s unique IP address as identification.
  • When you have completed the assessment for a location and are ready to submit your responses, click SUBMIT at the bottom of the last page. Upon completion and submittal of the online TIM CM SA, you will receive an email within one business day confirming receipt of your responses. Within three weeks of submittal, you will receive a summary report detailing your responses and your location’s 2021 TIM CM SA score.
