Governance Review: Member Input Survey

Your voice helped shape these proposals. Now we want to hear what you think of them.

Since February, Texas REALTORS® has undertaken its first full governance review since 2007. The review was designed as a member-driven effort from the start. Roughly 750 members participated through the Governance Work Group and stakeholder councils, surveys, focus groups, and other discussions. The review looked at whether our current governance structure still works as effectively as it should for an association of more than 145,000 members.

Members identified opportunities to improve representation, keep governing bodies at a workable size, strengthen and broaden the leadership pipeline, and create greater consistency in how leaders are selected.

That work resulted in four proposals. These are recommendations, not final decisions. They will go to the Executive Board for consideration this month, and any changes requiring amendments to the bylaws would come to the Board of Directors for a formal vote in early 2027.

Before that happens, we want a broader read on where members stand. This survey should take about five minutes.

One term you will see throughout: an RVP, or Regional Vice President, is a member who represents their region on the Texas REALTORS® Executive Board.

A quick note before you begin: the response options are not always in the same order from one question to the next, so please read the choices on each question before selecting your answer.
Proposal 1 — Executive Board Structure: More Balanced Regional Representation
Texas REALTORS® currently has 15 regions, and the regional map has not been significantly realigned as membership has shifted and grown across the state. Under the current structure, there are also wide differences in the number of RVPs serving different regions, including some regions represented by only one RVP. The proposal would reduce the number of regions from 15 to 9 and create a new representation formula. Every region would receive a base of three RVPs, with larger regions receiving additional RVPs based on membership.

Proposal 2 — Board of Directors Size: Maintaining Representation While Managing Growth
The size of the Texas REALTORS® Board of Directors is tied directly to membership. Under the current formula, each local association receives one Director for every 1,000 members, with every association guaranteed at least one Director. As membership has grown beyond 145,000, the Board has grown as well. Based on current counts, it has approximately 179 Directors and would continue to increase in size as membership grows. The proposal would change the representation formula to one Director for every 2,000 members while continuing to guarantee every local association at least one Director. Based on current membership, that would result in a Board of approximately 112 Directors.

Proposal 3 — RVP Qualifications: Strengthening Experience and Expanding Pathways to Serve
RVPs serve on the Texas REALTORS® Executive Board and play an important role in representing members from across the state. The governance review looked at whether current qualification requirements provide the right balance between ensuring candidates have sufficient leadership experience and allowing qualified members reasonable opportunities to become eligible to serve.

The proposal would make changes in three areas: increasing the prior-service requirement, adding another way for members to satisfy the Texas REALTORS® meeting-attendance requirement, and establishing one consistent term-limit standard for all RVPs.

Increasing the required prior service from one year to two years on a local association’s Board of Directors, or a qualifying NAR-affiliated Institute, Society, or Council
Adding the Texas REALTORS® Party Leadership Summit as a third qualifying meeting toward an RVP candidate’s attendance requirement. Currently, only the Winter Meeting and Annual Conference count toward this requirement.
Setting one term-limit standard for all RVPs: up to two consecutive two-year terms, followed by a required break of two terms, or four years, before becoming eligible to run again. This would apply to terms going forward; service completed before the change would not count toward the limit.

Proposal 4 — RVP Nominations and Elections: A More Consistent Statewide Process
The current process for becoming an RVP candidate generally begins with nomination through a member’s local association. The governance review considered whether qualified members across the state have consistent opportunities to seek an RVP position and whether all candidates are reviewed using the same standards.

The proposal would allow any qualified member to apply directly for an open RVP seat, require the Credentials Committee to review all applicants using the same statewide qualifications, and create a formal opportunity for local association leadership to provide input during the review process.
