Application for Fiscal Year 2026-27

GRANT OVERVIEW
To help mitigate wildfire risks, CIS is once again offering a Wildfire Mitigation Grant. Members with CIS property coverage may apply for one reimbursable grant of up to $10,000.

Five members will be selected to receive funding. CIS will evaluate grant applications based on available funding, project need, and the degree to which the proposed project reduces wildfire risk for the member and the CIS Pool.

All CIS grants require pre-approval by the Risk Management Director or their designee and are reimbursement-only grants.

The application period is open now through Aug. 7, 2026. Applications must be submitted by Aug. 7, 2026, to be considered for funding. Late or incomplete applications will not be accepted.

Applicants will be notified of award decisions no later than Aug. 14, 2026.

ELIGIBLE PROJECTS

Projects must fall under one of the following categories:

Facility wildfire mitigation
  • Hiring an arborist to cut large branches or remove trees away from facilities to create a fire break.
  • Hiring a landscape contractor to remove brush, shrubs and ladder fuels to create fuel breaks or replace wood mulch with gravel. Defensible space must include the area around facilities and extend at least 30 feet around outbuildings.
  • Upgrading roofing to materials that meet Class A fire ratings. Metal roofs are noncombustible and provide the highest level of fire resistance.
  • Installing metal gutters or fire-resistant gutter guards and covers to reduce combustible debris buildup.
  • Installing mesh screening over vent openings using noncombustible material with a minimum 1/8-inch (or smaller) mesh screen.
  • Removing wood fencing and/or replacing fencing within 5 feet of buildings with noncombustible materials, such as concrete, stone, masonry or metal.
  • Reducing dry vegetation or creating wildfire breaks through goatscaping.
Fire service wildfire preparedness
  • Providing paid and volunteer firefighters with wildland firefighting gear and equipment.
  • Providing paid and volunteer firefighters with wildland firefighting training.
  • Purchasing an infrared drone to support safer and more effective wildland firefighting response. All UAS operators must be FAA Part 107 certified before operating the drone.
  • Renting seasonal fire suppression units, such as 500- to 600-gallon units, to enhance wildfire response capabilities.
  • Other wildfire mitigation projects may also be considered if they align with recommendations in the CIS Wildfire Facility and Property Checklist.
HOW APPLICATIONS ARE EVALUATED

Applications will be evaluated based on:
  • Project need.
  • The expected reduction in wildfire risk for the member.
  • The potential to reduce risk to the CIS Pool.
  • The completeness and quality of the application.
  • Compliance with previous CIS grant requirements, when applicable.
Please note that grant funding is limited. Approval of an application does not guarantee the full amount requested will be awarded.
REIMBURSEMENT REQUIREMENTS

If approved, members must submit the following documentation to Joleen Wallace at jwallace@cisoregon.org by May 15, 2027, to receive reimbursement:
  • A copy of the original grant application.
  • A copy of the grant approval notice.
  • A copy of the vendor invoice billed to the CIS member (purchase orders and quotes will not be accepted).
  • A copy of the member's proof of payment to the vendor (such as a signed check or credit card statement).
Reimbursement requests received after May 15, 2027, will not be paid. Failure to submit reimbursement documentation by the deadline may affect eligibility for future CIS grant opportunities.
