The American Transportation Research Institute (ATRI), the trucking industry’s not-for-profit research organization, is currently researching federal and state regulations and their impact on the trucking industry. This was identified as a top research priority by ATRI’s Research Advisory Committee in 2026.

This first phase of the research focuses on the federal Hours-of-Service (HOS) rules and the Electronic Logging Device (ELD) mandate. Participants are asked to complete a series of questions designed to assess industry understanding of nine provisions of HOS and ELD, and then will score these provisions and the overall rules based on their enforceability and perceived benefits and compliance costs.

This survey should only take 10 to 15 minutes to complete.

All responses will be kept completely confidential, and data in the Phase One Research Report will only be presented in an anonymized, aggregated format.
