Introduction

Today, global collaboration in open source faces numerous challenges. As the foundational layer for global technological innovation, it’s more important than ever to encourage global collaboration in a landscape where nations, industries, and individual companies are building customized – or sovereign - AI technologies, data, and infrastructure to align with their unique priorities, values, and security needs.

In this survey, we aim to explore how we can sustain and strengthen global collaboration in this context and examine the role of open source in balancing sovereignty needs with the benefits of collective innovation.
