Air pollution is a global public health risk, with links to over 28,000 deaths every year in the UK. Reducing exposure to air pollution is now a major focus for cities across the world. Portsmouth City Council is committed to improving air quality through a variety of activities, which includes bringing in a charging Clean Air Zone (CAZ). This consultation focuses on the charging clean air zone.

The Government clean air zones will improve air quality in the shortest possible time. If we don't bring in a CAZ, Portsmouth City Council could face multi-million pound fines and there will be a further risk to people's health. 

The CAZ will support the other measures that have been implemented in Portsmouth to improve air quality over recent years such as retrofitting of the most polluting buses and installation of electric vehicle charging points around the city. The CAZ is only part of the solution to air pollution in the city and we must continue to work together to improve the air that we all breathe.

The proposed CAZ, approx. 3km2, will be located to the south west of Portsmouth and only non-compliant Heavy Goods Vehicles (HGVs), taxis and Private Hire Vehicles (PHVs), coaches and buses would be charged to travel in the zone from autumn 2021.

At present there are no plans to charge private cars or light goods vehicles (vans) from entering the CAZ. However, due to the uncertainties that the Covid-19 pandemic has brought we want to be sure that we have sought views from drivers of all vehicle types. We will therefore be asking some questions about light goods vehicles in the questionnaire so that we can understand how to help drivers of these vehicles if government change their decision about the class of charging CAZ needed in Portsmouth.

Your feedback is crucial in shaping our final plans. Your views will help inform how we review the zone to see if any alterations can be made. Only alterations that do not affect the date by when we are required to meet the legal requirements will be considered.

All data collected will be made anonymous and not shared with anyone outside Portsmouth City Council. We will store your data in line with the council's Data Protection privacy notice.
