Introduction

We are seeking your views on our draft strategy on empty homes across the city.

With an estimated 950 private homes currently standing vacant across the city, we are seeking input from the community on a draft strategy to shape our approach to bringing these houses back into use.

The proposed new Empty Private Residential Property Strategy 2025-2030 (opens in new window) outlines the Council's suggested approach to addressing the issue of empty private homes in Portsmouth, aiming to make the best of housing supply in the city, improve community environments, and support property owners in bringing their homes back into use.

If you're a resident, have a professional interest in empty properties, or own an empty property, we want you to give us your feedback. Your input is invaluable in shaping a strategy that effectively addresses the challenges posed by empty properties in Portsmouth.

This consultation will close at midnight on Thursday 21 August 2025.
