PART 1: INTRODUCTION
ABOUT THE STUDY:
Iskandar Regional Development Authority (IRDA) has appointed the Malaysian Industry–Government Group for High Technology (MIGHT), an agency under the Ministry of Science, Technology and Innovation (MOSTI), to undertake a study titled:

“Talent and Human Capital Ecosystem Study for the Economic Sectors of Iskandar Malaysia Based on Investor Needs.”

This is an effort by the Government to future proof the Johor-Singapore Special Economic Zone (JS-SEZ) talent ecosystem by aligning human capital with investor needs and industry transformation.

Guided by the JS-SEZ Retain–Attract–Develop (R.A.D) Talent framework, the study will:
1. Analyse current and future talent requirements.
2. Assess the regional talent pool and its alignment with industry demand.
3. Identify critical skill gaps and potential shortages.
4. Develop strategic recommendations to retain, attract and develop talent.
