This survey is how you can respond to the Ministry of Business, Innovation and Employment’s (MBIE) public consultation exploring whether a wider set of government entities in New Zealand's public sector should be required to apply the Government Procurement Rules.

The survey is set out in two parts:
  • Part 1 invites feedback from anyone interested in submitting about the potential impacts of this policy. 
  • Part 2 invites feedback, only from government entities that are currently not required to apply the Rules (eg those that are 'expected' and 'encouraged'), about the potential impacts of this policy. This includes Crown Research Institutes, Offices of Parliament, tertiary education institutions, schools, State-Owned Enterprises, and Regional and Territorial Authorities. If Part 2 applies to your organisation you don't have to fill out Part 1.

Before starting the survey, what else do I need to know?
  • How will we use this information? This information will inform MBIE’s policy development process and advice to Ministers about whether the Rules should apply to some or all government entities in the New Zealand's public sector that are not already required to apply them.
  • We will prepare a summary of the responses and submissions we receive and publish this on MBIE’s website. If you provide us any information that you do not want to be in our summary, please put this in square brackets [like this] and we will not release this information publicly. 
  • The Privacy Act 1993 applies to your submission. Any personal information you supply will only be known by the team working on this consultation. Personal information will be withheld from the summary of submissions.
  • Submissions to this consultation may be requested under the Official Information Act 1982. Information provided in confidence may be withheld and MBIE will consult you as appropriate when responding to requests under the Official Information Act 1982. 
  • Out of scope: This survey is seeking to understand the impacts of this policy. The next phase of MBIE's policy development will consider potential legal mechanisms regarding the application of the Rules by government entities.
