The partnership principle is a key feature in programming and implementation of European funds. It builds on a multi-level governance approach and ensures involvement of civil society and social partners. The principles shall be considered for EU Cohesion Policy (Partnership Agreement, ERDF, ESF+ and CF) as well as for Common Agricultural Policy (CAP strategic Plans).
The European Committee of Regions (CoR) commissioned Spatial Foresight to assess the application of the partnership principles in the preparation of 2021-27 Partnership Agreements and programmes for the European Regional Development Fund (ERDF), European Social Fund (ESF+), Cohesion Fund (CF) and European Agricultural Fund for Rural Development (EAFRD). This survey forms a key input for this study.
The survey aims to collect information on ways different partners are involved in the programming of European Funds, envisaged involvement to implement the funds and advantages and challenges of applying the partnership principle. Hence, your experience with the preparation of 2021-27 programmes is of great importance.

Completing the survey takes about 10-15 minutes of your time, depending on your level of involvement. Please answer for one programme of your choice in case you were involved in multiple programmes. Please complete the survey until 19 January 2021.
Information collected through the survey will be treated anonymously and aggregated for analysis. Individual answers provided will not be shared with the CoR. Personal data will not be stored or communicated to third parties. Any information collected will be used only for the purposes of the above-mentioned study and will be deleted upon closure of the project.
