This form allows for only one complaint to be submitted at a time. If you have allegations that fall in multiple types of violations or against more than one offender, the form will need to be completed multiple times.

City Elections Office complaint requirements:

All complaints must be submitted in writing and include contact information of the individual filing a complaint. See ARA 13.03(A)(1)–(2) (Campaign Finance: Complaint Process).

Small Donor Elections complaint requirements:

City candidates (individuals who have filed to appear on the ballot, registered a political committee with Oregon Secretary of State’s office, filed to participate in the Small Donor Elections program, or have accepted a contribution or made an expenditure for the purpose of being elected Mayor, Auditor, or Councilor) may file a complaint about a violation of the Small Donor Elections law or rules as follows:
  • 0-42 days before the election: within 7 days of the alleged violation.
  • More than 42 days from the election: within 30 days of the alleged violation.
