This form allows for only one complaint to be submitted at a time. If you have allegations that fall into multiple types of violations or against more than one offender, the form will need to be completed multiple times.
If you exit before submitting your form, your information will not be saved.
Portland City Elections complaint requirements:
All complaints must be submitted in writing and include contact information of the individual filing a complaint. See
ARA 13.03(A)(1)–(2) (Campaign Finance: Complaint Process).

Small Donor Elections complaint requirements:
City candidates may file a complaint about a violation of the Small Donor Elections law or rules as follows:
- 0-42 days before the election: within 7 days of the alleged violation.
- More than 42 days from the election: within 30 days of the alleged violation.
If you would like to file a complaint directly with the
Small Donor Elections program, you may instead fill out the
PDF complaint form available on their website.
