Survey for 2025-604 State High Risk - Medi-Cal Eligibility

Government Code section 8546.5 authorizes the California State Auditor to audit any agency of the State or statewide issue that we determine to be at high risk for waste, fraud, abuse, or mismanagement or for major challenges associated with their economy, efficiency, or effectiveness. You can find the regulations implementing this program at Title 2 of the California Code of Regulations section 61000 et seq.

In our December 2025 state high-risk report, State High-Risk Audit Program: The California State Auditor’s Updated Assessment of Issues and Agencies That Pose a High Risk to the State (Report 2025-601), we identified the Department of Health Care Services (DHCS) as being at high risk due to issues with Medi-Cal eligibility. We will therefore be conducting an audit of the DHCS. As part of this review, the state auditor requests that you complete this survey so we can obtain your entity’s perspective on Medi-Cal Eligibility Data System (MEDS) alerts that could impact beneficiary eligibility.

Please be aware that all survey responses are encrypted to safeguard the information you provide. Likewise, any final reports or letters to the Legislature and governor will not identify survey respondents by employee name.

Finally, we ask that you submit the completed survey to us by the close of business on March 30, 2026. We will send periodic reminders of the due date.
