Napier City Council, along with 66 other Councils, is currently managing Three Waters services – drinking water, wastewater and stormwater. Central Government is reviewing how to improve the regulation and supply of these services in New Zealand. To address this, the Government is progressing reforms so that three waters services will be provided by four publicly-owned water service entities from July 2024.

In 2021, Napier City Council engaged with the community before submitting its response to the Government considering changes to the regulation and delivery of the country’s water services. The results of this consultation and Council’s submission can be found here.
Since this consultation, the reform has undergone a number of changes. However, there is still some uncertainty about how the reforms may shape water service delivery in the future. The Council would like to understand its community’s perspective on these proposed reforms.
